The Universal Digital Public Infrastructure (DPI) Safeguards Framework is a global initiative led by the UN Secretary-General’s Envoy on Technology (OSET) and UNDP to establish principles and guidelines for the safe and inclusive development of DPI systems. These systems, including digital identity, payments, and data exchange, are essential for public service delivery and financial inclusion.
Key Components:
- Risk Mitigation – Addresses 13 major risks, including privacy vulnerabilities, discrimination, and digital insecurity.
- Guiding Principles – Defines 18 foundational and operational principles to promote transparency, inclusivity, and accountability in DPI.
- Lifecycle Approach – Covers five stages: Conception, Strategy, Development, Deployment, and Operations.
- Governance & Oversight – Recommends regulatory safeguards, independent oversight, and capacity-building to ensure DPI systems remain secure and sustainable.
The interactive knowledge library and Resource Hub provide practical tools for policymakers and stakeholders to implement these safeguards. Designed as an open, evolving framework, it aligns with international human rights standards and the Sustainable Development Goals (SDGs).
