Understand government payment needs.
Government entities can be significant users of an Inclusive IPS and have widely varying needs depending on the specific entity and jurisdiction. Early stakeholder engagement is needed to understand how the diverse conditions (e.g. existing state of digital record usage, current collections and disbursement methods, other relevant regulation, requirements to validate beneficiaries / payees) impact government needs. Government readiness to use the new system may provide early payment volumes and also helps make other end users aware of the benefits of the Scheme, promoting additional participation.

Design for government payment needs.
After cataloging the varied needs of government entities as acceptors and originators of payments, ensure that Scheme technical requirements and rules support seamless government payments to and from all types of end users.

Send payments directly to women.
When possible and appropriate, and with due consideration for women’s privacy concerns, government agencies should prioritize digital social disbursement payments into women-owned accounts.

This ensures greater scale for the Inclusive IPS, and signals trust in the system, making it more useful for all people, including underserved communities.
