Payment System – Plateforme d’Interopérabilté des Services Financiers Numériques (Pi)

This mini case study explores BCEAO Pi, a regional, real-time payment system connecting eight West African countries with instant, interoperable, and secure digital transfers designed to expand financial access across the CFA Franc zone.

The BCEAO Pi Payment System is a cross‑border instant payment platform developed by the Banque Centrale des États de l’Afrique de l’Ouest (BCEAO) to serve the eight member countries of the West African Economic and Monetary Union. Prior to Pi, the region lacked a shared retail instant payment system despite a common currency and monetary policy, resulting in fragmented domestic systems and limited interoperability.

Pi enables interoperable, real‑time payments across borders using ISO 20022 messaging, a centralized alias directory, standardized APIs, and interoperable QR codes for merchant payments. By emphasizing shared capabilities, common scheme branding, and user‑friendly interface design, Pi lowers barriers for participation by banks, electronic money issuers, and decentralized financial institutions, advancing inclusive and affordable digital payments across the region.
