The Scheme should also take end user devices and general internet availability into consideration when designing the Scheme so that DFSPs can reasonably offer it to any end user. The Scheme should clearly define minimum requirements for delivery channels and user interfaces that DFSPs must provide to ensure end users with any type of phone can meaningfully use the service.

Why It Matters

This makes Inclusive IPS more accessible by eliminating the need for expensive smartphones, data plans or specialized devices, making digital payments more affordable and inclusive.

Though women’s ownership of smartphones is increasing globally, women, who are often more financially constrained than male counterparts, remain more likely to use lower-cost, basic mobile devices. They benefit from user interfaces designed specifically for such devices.
