Collect and use supply-side GDD Collection at DFSP level.
The Scheme requires DFSPs to safely capture supply-side gender-disaggregated data (S-GDD) at the account and transaction-level – in line with data privacy and protection regulations, using secure collection mechanisms, and with end user’s consent – and encourages proactive and responsible use of that data to understand patterns in women’s and men’s account access and usage of financial services, with the goal of enhancing their product offerings to be more responsive to end users’ needs.

Share aggregated data on end user usage.
The Scheme directs DFSPs to share demographic information and gender disaggregated data with the regulator(s) on a periodic basis (e.g. monthly or quarterly).

Collect and use GDD at the Scheme level.
The Scheme consistently, safely, and responsibly collects and analyzes transaction-level gender-disaggregated data from DFSPs. The Scheme also shares this data with regulators at the transaction level for their use in tracking progress towards targets for lowering the gender gap in financial inclusion.

Promote analysis of GDD by Scheme participants.
The Scheme’s governance structures support regular discussions of trends observed in the GDD and result in practical and meaningful targets and actions by the Scheme and its participants to increase all end users’ usage of IPS-enabled products and services.

Collect and use GDD at regulator and policymaker level.
Regulators and policymakers analyze data collected from DFSPs and received from the Scheme to gain meaningful insights into broader market patterns and use the insights inform better, more targeted policies and regulations aimed at increasing women’s financial inclusion.

Encourage and provide shared GDD services.
The Scheme encourages and contributes, where possible, to shared investment in open-source tools that support DFSPs in tracking relevant gender data.

The collection of gender-disaggregated data (GDD) at the Scheme level may reveal patterns in gendered account ownership and use, which will equip DFSPs to tailor products and policymakers to tailor targets and strategies which better meet the needs of all users.

The Standard Chartered SocialAI model, developed in 2023, can identify the gender with 90% accuracy by using customer names and information included in national ID numbers, where available, as inputs to a machine learning model.
Employing AI to Address Data Gaps with the GSMA GAIT Tool

Information on mobile users by gender is limited because of social norms and incomplete data.
Outcome
Using software informed by a survey of users to identify “ground truth” gender data, GSMA’s GAIT tool can predict MNO user gender with greater than 80% accuracy.
Rwanda’s Financial Inclusion Dashboard with GDD

Rwanda’s demand side data collection was conducted every four years; this limited frequency led the National Bank of Rwanda to pursue more frequent, granular data collection through direct engagement with financial services providers.
Outcome
The National Bank’s interactive dashboard tool is a valuable resource for policymakers, providers, and other researchers looking to understand how to better serve women and the effect of their interventions over time.
